Board can’t discipline over charges not actually filed

In a January 11 decision, an appellate court in Hawaii reversed a discipline action by the state’s Board of Nursing that related to charges the board had actually dropped prior to her hearing (Martinez v. State of Hawai’i Board of Nursing).
