Abusers, burglars, and felons: this may sound like a roll call from a local jail; but, in fact, it is the background of 75 out of the 187 currently licensed bounty hunters in the state of Washington. Poor regulation and legislation has created a tainted commercial-bond recovery system, where a single license can give violent individuals more privileges than police officers.
